Keep warm this winter with free cavity wall and loft insulation


Scarborough Borough Council has teamed up with Yorkshire Energy Partnership to offer free home insulation to all
borough residents.

The Wrapping up Yorkshire scheme, launched today in Scarborough, is a new move to tackle fuel poverty and keep the
cold at bay during the freezing winter months while also helping people to save money on their fuel bills.


Subject to a free, no obligation home survey, householders can get free loft and cavity wall insulation in their homes,
on a first-come first-served basis. The scheme is open to all private homeowners, including landlords who live in the
borough of Scarborough, Filey and Whitby and is being funded by national energy providers with the support of
Scarborough Borough Council and Yorkshire Energy Partnership.


Andrew Rowe, Scarborough Borough Council’s Housing Manager hopes this free initiative will be much welcomed at a
time of increased fuel costs:


This is the first ‘free to all’ insulation scheme we’ve been able to offer to our residents, unlike previous initiatives, we
are not bound by criteria regarding age group or income. Quite simply, provided your loft has less than 60mm of existing
insulation, the offer is open to all homeowners and landlords, so we’re expecting a lot of interest. Even if you do have
more than 60mm of loft insulation, you’ll still be eligible for free cavity wall insulation - so everyone can benefit.”


Councillor Bill Chatt, the Cabinet Member with responsibility for housing, property maintenance, public health and
sustainability also warmly welcomes this initiative:

Insulating your home is the best way to keep your home warmer in winter and is the best way to keep your fuels
bills down.

We hope this offer will be snapped up by anyone still living in a home without cavity wall insulation or with
inadequate loft insulation.”


According to the Energy Saving Trust, a house can lose up to 60% of its heating through its walls and roof and
insulation can help householders save up to £310* per year on their energy bills.

This scheme will also help achieve Scarborough Borough Council’s climate change commitments by reducing the

Workload of the Scarborough Borough Council Private Sector Team

The Scarborough Borough Council Private Sector Team work hard to answer many enquiries form private sector tenants. In the last 12 months the Team have:

  • Dealt with over 2000 service requests from the public (generally relating to complaints about the standard and fitness of accommodation)
  • Undertaken over 500 inspections of accommodation in response to complaints
  • Undertaken a further 40+ inspections as part of routine mandatory licencing of Houses in Multiple Occupation and a similar number in terms of licensed caravan sites
  • Served over 300 enforcement notices
  • Responded to over 200 planning consultations
